Create a taxonomy dropdown and hide empty terms:

<select class="filter-categories">
    <option value="">Category...</option>
    $terms = get_terms(array(
        'taxonomy' => 'event-category',
        'hide_empty' => true
    if(!empty($terms) && !is_wp_error($terms)) {
        foreach($terms as $term) {
            echo '<option value="' . $term->slug . '">' . $term->name . ' (' . $term->count . ')</option>';

Modify the event-category taxonomy based on your requirements.
